In Saigon a debate centers on when half a million U S troops can shift burden to Vietnamese forces and start homeward. Some see a years long rebuild after arming Vietnam with 200 000 M16s. others argue a sizable withdrawal could occur without harming the war effort. Senior U S field commanders weigh the options.
In three waves near Cu Chi 31 U S paratroopers were killed and 27 wounded as Viet Cong from the Cu Chi Regiment assaulted a company of the 101st Airborne. Viet Cong losses were reported at 31 with hundreds detained or killed in related actions northwest and southwest of Saigon as 9th Division units pursued retreating forces.
Lt Gen Stilwell says no commander will admit too many trigger pullers while Saigon and the northern provinces have the best forces. Improved M16 rifle adoption and militia armament could speed a partial American withdrawal. Gen Abrams pressures Vietnamese to take more responsibility as the honeymoon with the U.S. ends.
