Stokes Hearing Set in Misconduct Case Thursday
Muskingum County Probate Judge Holland M. Gary will hold a preliminary hearing at 10 a.m. Thursday on misconduct charges filed by Roy F. Richards of the United Citizens Council of America against Mayor Carl B. Stokes. The judge must rule on motions to move the trial and to dismiss for lack of jurisdiction as judges Merrick and Bartunek recused themselves. Richards alleges Stokes funded militant groups and sided with opposing law and order during the Glenville disorders, seeking removal under an 1871 act.
