Change in His Policy Guides Cuban Prisoner Release
In Havana, 46 Cuban political prisoners and 33 relatives flew to the United States amid Cuban leader Fidel Castro’s shift in policy. Eugenio Zaldivar, among the first group allowed to emigrate, said he would return to Cuba to reunite his family, while Castro credited exiles including Bernardo Benes for the releases. A potential expansion to 1,000 prisoners by year end was hinted.
