Saigon sources report Washington proposes a full bombing halt in North Vietnam and seeks South Vietnamese approval. President Thieu reportedly told regime leaders that any halt must have guarantees no Communist escalation and be agreed by the Saigon government.
Tropical storm Gladys pounded the Isle of Pines Cuba with 60 mph winds and threatened Florida with a hurricane watch. Evacuations began in Pinar del Rio and Havana provinces as Cuba canceled flights and shelters opened in Nueva Gerona.
