Columbus buses returned to service after a two week strike by about 50 drivers and maintenance workers. About 120000 fares daily resumed as unions ratified a two year contract retroactive to October 1. Officials warn a fare increase to 25 cents may follow due to losses and higher wages.
Premier Cyrille Adoula denounces the U.N.-Katanga pact as central Congo moves to reclaim Katanga. Tshombe warns he will hold 184 U.N. troops hostage if the U.N. advisory panel ratifies the agreement. Dr. Sture Linner faces a tense briefing after Adoula’s radio address and El.
A 22-plane and four-craft search resumes for an Air Force B52G bomber missing with eight aboard after Sky Shield 1. The aircraft from Seymour Johnson AFB disappeared near the East Coast, last positioned about 850 miles off New York. Names of the crew include Capt. Roland C. Starke Jr., 1st Lt. Kenneth L. Payne, Capt. Paul B. Fellows Jr., and others. The exercise Sky Shield II wrapped with the command praising 99.9 percent effectiveness and warning systems working well.

A 250 pound black bear mauled three people at Fairyland Forest inside Conneaut Lake Park. caretaker John Hohl Sr. and Ida Mae Kemp, both injured, were treated. 12 year old Robert Mahoney released after treatment. The bear was shot and killed by Hohl's son after attack.
The Soviet Union issued an appeal for friendship with the United States Britain and France ahead of the Nov 7 Bolshevik Revolution anniversary. The Centre Committee urged peace and cooperation between East and West and invited friendship with the people of West Germany.
Gen Maxwell D. Taylor indicated he would recommend sending U.S. troops to South Viet Nam only as a last resort to save the nation from communism. He paused in Honolulu for a day of conferences before resuming his worldwide fact finding mission. Taylor, who arrived with 150 aides, planned talks with Adm. Harry Felt, commander of the Pacific, who had just returned from Southeast Asia after attending SEATO meetings. A final decision hinges on a two to three week personal study on the scene.
In Berlin a group of five East Germans jumped from a second story window of a border house into a sand filled truck as it neared a West Berlin apartment block at Bernauerstrasse. West Berlin crowds cheered while East German police used tear gas on onlookers. Two women were slightly hurt in the jump. East German officials claim worker mobilization hit the economy, noting output rose three billion marks but overall production lags behind the seven year plan. Western officials allowed Americans to pass into East Berlin, with Lt. Thomas Bainbridge guiding a car through Friedrichstrasse after guards denied papers to five women from the U.S. mission.
General Taylor weighs quick measures against rising Communist threat in South Vietnam and considers only minimal force if needed. He aims to secure South Vietnam as a Western pillar with Thailand as the other key balance, while Laos edges toward a provincial settlement under neutralist Souvanna.
The Supreme Court affirmed a federal court ruling that two Louisiana Legislature provisions aimed at hindering desegregation were unconstitutional.
