Hurricane Flora lingered over southeast Cuba for the fifth day with heavy rains and winds. Cuba faces economic strain with crop devastation and rationing while neighboring nations report casualties and displacement from the storm.
Robert G. Baker, 36, former secretary to the Senate Democratic majority, resigns amid an FBI inquiry tied to a civil suit alleging he used office to win contracts with a defense contractor connected to his finances. Baker's wife also works for the Senate. Mansfield says Baker acted in the Senate's best interests despite the difficult situation.
Ten men and two women of an American expedition arrived in Chihuahua after a weeklong silence. They had been located at Creel in the Sierra Madre mountains, awaiting word on their planned 120 mile Rio Unique float trip down Barranca de Cobre. James D. Dean of Salt Lake City greeted the group at the station.

Venezuelan President Romulo Betancourt blamed Fidel Castro for recent anti government violence that killed at least 20 people in a week. He called for public support of police and military efforts to crush terrorists. In Honduras a new ruling junta posted machine guns in Tegucigalpa after student anti government plans emerged. A Lopez Arrelano led junta toppled Ramon Villeda Morales. In the Dominican Republic the deposed government triggered a state of siege after student clashes in Santo Domingo. police used machine guns and tear gas as about 50 students were arrested.
In Acesitas, 200 miles north of Rio, police opened fire on workers during a dispute with guards at a major steel mill, killing six. President Goulart withdrew his request to Congress for a 30 day state of siege, saying extreme measures were unnecessary while observers doubted Congress would grant his emergency powers.
