Four West Berliners were seized by East German border guards in two border incidents on the northern perimeter between the French sector and East Germany. A man in his 50s was shot in the arm and led away. two other men, and a third, were forced through the wire into East Germany. The events occurred during East German anniversary celebrations as Mikoyan touted Soviet guarantees for a free West Berlin.
Washington reports that the Kennedy administration will begin a new round of talks with Britain France and West Germany next week to seek a peaceful Berlin settlement. Western ministers may meet later this month as East West divisions persist and unity efforts continue.
A lackluster rally in Marx-Engels Square near the Brandenburg Gate drew about 20 000 attendees. Communists displayed flags on public buildings and handed out paper flags to children while a thick line of police blocked exits during the 90 minute speech period.
Canada plans a General Assembly resolution urging an intensified, independent study of radioactive fallout. The United States orders Czech diplomat Jaroslav Skacil from the U S Embassy in Prague and says espionage charges against two American diplomats Robert Kent Jr and Timothy Burke are unfounded Kent is being returned to the United States while Burke’s return is not arranged Reap noted Kent drove into a military area after being directed by a guard and was held for two and a half hours.

In Exeter a merchant seaman named Donald Waddle handed his rain soaked leaky auto to Porter Jimmy Parkyn after asking him to drive. Parkyn returned the car to police thinking it stolen. Waddle admitted he bought it cheap two weeks prior and gave it away to stop the leak and catch a train home.
Lancaster AP describes John Baer’s 1952 Almanac foretelling a harsh season with jokes and rustic wisdom. It predicts severe cold and heavy snow while mixing humor about candles turning to ice and travelers preparing for winter storms.
TOKYO AP Cambodian prince Sihanouk warned that sending American or SEATO troops to Laos could trigger a Korean style war with a sure defeat for the West by Chinese Communists. He said U S forces to South Vietnam might pose less risk of massive Communist intervention and a wider Southeast Asia conflict. SEATO stands for Southeast Asian Treaty Organization.
In Cincinnati at Crosley Field Roger Maris hit a pinch homer in the ninth to give the Yankees a 3-2 victory over the Reds. Elio Chacon and Frank Robinson sparked Cincinnati’s early lead, while Whitey Ford kept the Reds off balance in the opener. Luis Arroyo earned the win. Bob Purkey took the loss as a second straight sellout crowd expected another decisive day in the 1961 World Series.
Rayburn, 79, cancer patient and House Speaker, sat up to eat steak with mashed potatoes and gravy. Dr. Ralph Tompsett said he is more alert though anticancer treatment likely to slow disease, not cure. Rayburn enjoyed eggnog with bourbon earlier. family has not been told the illness is incurable. Adenauer sent greetings, Truman spoke to family, and Rep. Patman visited.
Dr. Tompsett said Rayburn could physically endure a 73 mile trip to his Bonham home in the district he has represented since 1913 but warned the journey is not medically advisable. He has not discussed the move with the Rayburn family though close associates said he might return home this weekend.
Detroit Al negotiators for Ford Motor Co and the United Auto Workers apparently settled a tricky problem on skilled trades jobs Saturday and recessed national contract talks until 1 pm Sunday. The 120000 Ford production workers struck at 10 am Tuesday and would continue into next week.
