Senate Shelves Electoral Reform

Washington AP: After a month of wrangling the Senate shelved a constitutional amendment to abolish the electoral college and provide direct presidential election. Sen Birch Bayh said he hopes for a post election session in November. House approved last year. Nixon endorsed. Senate delaying tactics and failed cloture votes ended attempts to bring it to a vote. Unanimous consent bars action before Nov 16. Bayh and supporters may pursue another plan if reform cannot win two thirds.
