In Oxford Mississippi after a campus explosion soldiers seal the square and patrol streets. An air of fear and hatred pervades as residents and reporters describe tense streets, tear gas, and an Army presence guarding the University of Mississippi while officials promise to handle any trouble.
Secretary of State Dean Rusk plans to urge Latin American foreign ministers to back hard economic and trade measures against Cuba and to secure a broad endorsement of U S warnings of possible military action. The inter-American conference, chaired by Rusk, meets behind closed doors as President Kennedy prepares to present his views during a luncheon with delegation chiefs.

Ruth Coonan, 41, of Farmingdale New York, leaped from a Staten Island ferry with two children in her arms after hurling a third overboard. Four off duty firefighters and a deckhand rescued the mother and two remaining children, Helen 6 and Robert 2, near Manhattan. The missing 10 year old Joseph was sent ashore and believed safe. Mrs Coonan was taken to Bellevue Hospital for psychiatric observation with Allen missing.
NASA released an update on Mariner 2 noting the probe launched on August 27 is on track to pass within 9,000 miles of Venus on December 14. At 7 a.m., the craft was about 5.78 million miles from Earth and 37.38 million miles from Venus, with a strong radio signal.
Havana radio reported three counterrevolutionaries killed and seven captured in Yaguajay, Las Villas Province, by Monday night. The AP dispatch notes ongoing rebel activity in Cuba and cites radio confirmation from Havana.

Six missile experts en route to Vandenberg AFB died when their transport plane crashed near Santa Maria airport. The crash also claimed the life of the aircraft's pilot.
Santa Barbara County Sheriff James Webster said a twin engine craft attempting a landing came from Hawthorne California. It circled the field with one engine sputtering, clipped 71 foot eucalyptus trees and nose-dived. All seven aboard were killed instantly amid severely broken bodies, making initial counts difficult.
