Paris AP report says Henry A. Kissinger and Le Duc Tho held over five hours of talks Monday and planned an afternoon session to seal the Vietnam cease-fire agreement.
AP reports two American Phantom jets lost, with two pilots rescued and two killed. Overall 124 U S planes downed since bombing resumed, and 131 airmen killed or captured. One Navy F4 from Saratoga hit by a missile near the 20th parallel. pilots rescued near Gulf of Tonkin. An Air Force F4 crashed near Udorn, killing both crew. Shelling hits Da Nang and Saigon area. intense fighting south of the demilitarized zone and in Pleiku highlands. Ninety officials in Paris discuss cease fire. Kissinger and Tho meet, Thieu demands full North Vietnamese withdrawal and a veto on a supervising council.

The Apollo 17 crew Eugene Cernan Harri Schmitt and Ronald Evans prep the America capsule atop a Saturn 5 at Cape Kennedy for a near final countdown test. They will simulate liftoff at 53 p.m. and drill procedures before the Dec 11 touchdown in Taurus-Littrow for a 75 hour lunar surface mission with three seven hour moon buggy expeditions. Evans will stay in orbit aboard the America.
Israeli and Syrian forces traded air raids artillery and tank duels along the cease fire line on the Golan Heights. Each side claimed losses including two planes downed, with Syria reporting 16 planes involved and Israel denying air casualties. Multiple shellings and raids targeted bases camps and positions on both sides.
Cloudy skies and cold temperatures with a chance of snow are forecast for tonight and lows near the twenties. Partial clearing expected tomorrow with highs in the thirties, and the extended outlook calls for forties by Thanksgiving with a chance of rain. The Labor Department reports a 0.3 percent rise in October consumer prices, pushing six month inflation to 3.7 percent. Used cars health insurance and property taxes also contributed, with rising cost of living at 3.5 percent since Nixon’s Phase 2 controls began.
The Price Commission announced a wide review of the lumber sector citing a 30 percent violation rate in price and profit reports. Deputy director Peter Carpenter said noncompliance is higher than in other industries and violations are scattered across segments. Violations include raising prices without commission clearance and exceeding profit margins, with controls reimposed last June after a period without oversight.
Pope Paul VI appointed Most Rev Joseph L Bernardin 44 to lead the Cincinnati archdiocese succeeding the late Archbishop Paul Leibold who died June 4 The new archbishop formerly served as general secretary of the National Conference of Bishops and the United States Catholic Conference His installation date was not set but expected before Christmas Bernadin a Columbia South Carolina native studied at South Carolina St Marys College St Marys Seminary and the Catholic University of America He was ordained priest in 1952 and served in Charleston Atlanta before joining the Conference.
In Columbus Ohio a spokesman for about 430 independent nursing homes warns they will expel welfare patients starting January 1 if the Welfare Department enforces a new cost formula. The plan, likened to Medicare style reimbursement, would change flat-rate payments that currently fund welfare care for about half of Ohio’s 17 000 welfare patients.
