Washington AP Kennedy and India's prime minister Nehru remain at odds over a nuclear test ban as they squeeze in a third meeting before a planned Thursday session. Topics included Berlin and Southeast Asia with Salinger citing five dominant issues. Nehru argued for a renewed voluntary moratorium with the Soviet Union, while the U S pressed for limits without hindering secret testing. Nehru asserted free access to West Berlin and that residents should live as they choose, a stance tied to Khrushchev's earlier position.
Two ships carrying explosive chemicals and oil collided in the Houston Ship Channel near shore at 11 15 p m. Fourteen men were missing and at least 25 injured, with five hospitalized and one dead. The Berean and Union Reliance burned. tugs separated them and Berean moved under her own power.

Amendment 3 broadens militia eligibility to ages 17 to 67 and removes sex and color barriers. Amendment 4 restores Senate confirmation for major gubernatorial appointments.
