Franklin plan for downtown malls proposal by Cincinnati firm
Ladislas Segoe & Associates presents a master plan turning downtown Franklin into a mall district bounded by Second Street Riley Boulevard Sixth Street and River Street Northbound traffic would move to Riley Boulevard and southbound to River Street widening into a riverfront parkway. The mall would close parts of Main Third and Fifth Streets with Second and Fourth serving as main east west routes. Parking would line rear shop areas and new commercial buildings might be funded via federal urban renewal. Existing buildings would be rehabilitated to match new construction and standards set by merchants and the city.
