Enghauser Manufacturing Co. may sue Lebanon if West Street is raised five feet for a road upgrade including a new Turtle Creek bridge and removal of a dip by the Penn Central crossing. Kenneth Chappel says such changes would harm off street parking and cause water seepage, and city officials warn alterations would delay state funded plans.
