Georges Seguy, secretary general of the French General Confederation of workers, issued a statement after a 14 hour session in a second round of talks among unions industry and government in Paris. An agreement was reached but requires worker approval.
In Paris a general strike over France's economy reached a broad settlement with unions and government, though workers at Renault and Citroen rejected the deal. The accord includes wage hikes, a shorter work week, and talks on retirement age, with some demands still postponed or contingent on ratification by the rank and file.
In California, two escapees from Atascadero State Hospital, led by Gerard Gallant, seized four hostages including two technicians. after a nationwide search and roadblocks, one patient Higuer a was recaptured near Pismo Beach and the last hostage Frank Svehla was released unharmed in San Francisco.
Saigon reports intensifying combat as Hanoi forces prepare a possible center thrust against the capital. Allied losses exceed 1 000 dead or wounded with 54 Americans killed and 192 wounded. U S commanders note new Russian 100mm anti aircraft guns near the DMZ and air raids target sites above the DMZ. The 325C division identified in Dak To captures hint at Khe Sanh linkage.
