Welfare reform viewed as threat to work incentives by county official
Butler County Commissioner Ronald Schirmer argues welfare raises and mandated annual increases drain the general fund and stifle work. He cites a 20 percent yearly rise since 1965 and a 1979 projection near 20 percent of general revenue for public assistance, totaling around 1.2 million dollars. He backs freezing county shares to 1973 levels and envisages work relief programs and a minimal income as possible solutions. He warns of hard choices if cuts continue and questions a full abolition of welfare.
