Franklin residents get more phone service for money
Franklin officials argued Ohio Bell overcharges by grouping Franklin with Middletown in the directory while Franklin users pay tolls to call nearby towns. Middletown exchange manager Hugh Harvey countered with call-volume data showing Franklin customers actually use more calls to Middletown. The company will keep separate listings for a year before full integration, and no formal vote occurred as only three councilmen were present.
