New Orleans Flood Kills Three in 9-Inch Downpour
New Orleans reeled after a 9 inch rain deluge that flooded streets and shut services. Police said two drowned and one man was electrocuted. The storm's total likely exceeded nine inches, the worst in 50 years aside from Betsy. City pumps and drainage failed to cope as districts and suburbs remained under water with schools closed. Prison inmates were evacuated from Orleans Parish Prison as water rose in basements. Sheriff Foli reported crowded facilities but orderly operation.
