Mental health director sues auditor over salary law interpretation
Ohio Mental Health and Mental Retardation Department Director Timothy Moritz filed suit in Athens County Court against State Auditor Thomas Ferguson to clarify whether the $55,000 annual salary for qualified physicians at state mental health facilities should be paid on a fiscal or calendar year basis. The suit follows years of findings against superintendents and five doctors for alleged overpayments, including Harry Nick and David Caul of the Athens Mental Health Center.
