Ohio Issue 1 May ballot would amend prohibition on state lotteries
In 1890s and again in the 1970s states faced lotteries with supporters urging a state run system. Ohio would pursue a commission operated lottery with proceeds to the General Revenue Fund and opponents warn revenue is overestimated and hits lower income groups. Proponents led by Sen. Motts cite out of state lottery leakage and school funding benefits while opponents from Ohio Council of Churches argue economic harm and questions about overall gains.
