Foes charge lax review of ABM system by Pentagon
Senate disarmament subcommittee critics contend the Pentagon did not thoroughly review the Safeguard antimissile program before backing its deployment. Stanford’s Wolfgang Panofsky, cited by Deputy Secretary Packard, says discussions were casual and included engineering criticisms. Rogers warns critics not to assume the system is invincible as talks with the Soviet Union loom. No Safeguard sites exist yet with initial positions planned near Minuteman missiles in Montana and North Dakota.
