Revisions Of Charter Due For Discussions

Drafts of a revised City Charter were distributed to City Commissioners for discussion Wednesday night. Prepared by city attorney Fred J Schatzmann by order of the Commission, the revisions would change the structure of local government while keeping most administrative power with the Commission. A full time city manager would be provided but the Commission would still hire and fire and pass on key matters. Marvin D Clark chairs the group planning the discussion with the Charter Revision committee headed by Elliott Levey. The committee previously offered revisions last year but they were not approved. Changes include a department based local government with a safety department combining police and fire, a safety director appointment and a purchasing director. Omissions of several words will regulate caucus sessions in line with the charter and the indebtedness limit would rise from four to five per cent.
