Ohio House advances health finance and planning bill
State lawmakers push to create a department of health finance and planning to take over Medicaid from welfare and consolidate health programs. The measure aims to curb costs, improve efficiency, and require new construction oversight, with changes to welfare civil service protections. Senate actions also include harsher penalties for violent driving offenses, discounted motorized bicycle licenses, and higher insurance limits for portable rides.

Commission urges quick action on military benefits overhaul
A presidentially appointed special commission urges early adoption of major changes to the armed forces benefits system. It targets the 20 year retirement rule, proposing extending service to 25 years and a minimum retirement age of 55. The preliminary 19 page report warns delays create unrest among 2.1 million personnel and may prompt re enlistment uncertainties. Critics say the current plan allows too early retirement and too high cost to taxpayers.

Democrats press for action on emergency power costs in Ohio
Two Democratic officials including gubernatorial hopeful Lt. Gov. Richard F Celeste called on the PUCO to suspend fuel adjustment surcharges on electric bills amid a coal strike. They warn deferring costs to summer could shift charges to summer peak users and hurt elderly who rely on winter discounts. Rep. Dennis Eckart warned delaying costs could jeopardize 15,000 residences’ 25 percent elderly discounts.
