A proposed bill by Rep. George Voinovich would create a new environmental protection agency to oversee water and air pollution, remove the Health Department, empower the governor appointee as director, allow citizen suits, expand attorney general powers, and levy up to 5000 a day fines. The bill also lets the Water Development Authority tax local governments for sewage projects if they fail to act.
