County officials worry liability due to narrow roads outside St. Antoninus and St. Bernard. Archdiocese says state law blocks placing programs inside church property despite $8 million in funding for remedial and health services.

Toledo Edison to Cut Electric Bills Across Ohio
Toledo Edison Co says average customers will see a 5 to 7 percent rate reduction due to nuclear power savings. A 21 percent drop in March fuel adjustment charges accompanies this, aided by nuclear generation and coal stockpiles before the 94 day miners strike. February bills reflect lower costs. March bills may rise due to colder weather. Davis-Besse Nuclear Station operated efficiently, while oil-fired and external energy costs stayed higher.
