Soviet shifts may spur attempt at Big Four meeting
Observers in Moscow ponder if the recent reshuffle in the Soviet foreign ministry signals no major policy change despite Andrei Vishinsky’s replacement by Andrei Gromyko. Gromyko, Molotov ally and former UN delegate, is viewed as likely to fill Vishinsky’s post, while Molotov remains a key policy figure. The question remains whether a new four power foreign ministers’ meeting to resolve the Berlin and German questions could be revived.

American Communists Plea for Peace and Pact With Russia
New York AP Two top leaders of the American Communist Party urged President Truman to sign a pact of friendship and peace with the Soviet Union likening themselves to Lincoln and Jefferson as advocates of peace. Foster and Dennis criticized a North Atlantic pact as anti Communist and defended the US Soviet bond as key to peace and security. They asserted responsibility for world tension rests with Wall Street and its bipartisan puppets. Truman dismissed the statement as from traitors. Foster and Dennis face federal charges of conspiracy to advocate forcible overthrow. Dennis stands trial with other leaders, while Foster’s trial was separated due to health.
