Gilligan to outline tax reform plan in general terms
Gov John Gilligan will address a joint session of the Ohio General Assembly tonight outlining his four year program. Proposals likely include a personal income tax for education and a tax on corporate income backed by his Citizens Task Force on Tax Reform. Illinois unions oppose a personal tax without closing loopholes, while favoring corporate income tax.
