Lemon Twp Trustees Lose Bid to Halt Annexation Plan
The First District Court of Appeals denied a permanent stay, clearing Middletown to proceed with annexing 244 acres of industrial land south of the city. A temporary stay was dissolved, and city officials study next actions while trustees appeal. The March suit claimed tax losses and service cuts, plus petition invalidity and procedure issues. trustees argue they own Amanda Cemetery within the area. The petition was signed by Armco Steel, Baltimore & Ohio Railroad, Middletown, and several companies. Conrail and Air Products did not sign. Annexation release by commissioners was approved Feb 2 after a Nov hearing.

Lebanon Council To Stand By Planning Commission View
Lebanon City Council did not override a negative planning commission recommendation to liberalize an ordinance on items sold at gasoline stations. The current rule bans items like pop and cigarettes but grants grandfather sales for stations selling them before the ordinance. Clark Oil on E Main Street was cited for selling souvenirs. The council also failed to advance Phase Two of Mulberry Street’s brick sidewalk project due to a 3 to 3 vote with one absent. Margaret Sheets urged removing downtown parking meters to boost business, a move not yet acted on.
