Middletown lawmakers await Gov. James Rhodes signature on the Middletown Mall Bill. The measure, approved by the Senate 31 to 1 after earlier House passage, would allow cities to reassess abutting property owners for costs of maintaining municipal malls including heating and cooling. Denham introduced HB 734 on April 24, 1975, following downtown mall construction integrating streets and buildings. Municipalities already can tax for lighting and maintenance, but the mall case lacks a heating and cooling assessment provision.
