The civil rights measure, after a 73 to 27 Senate vote, heads back to the House for final approval before Johnson signs it into law. It would ban discrimination in public accommodations and employment, lift federal enforcement power, expand desegregation tools, and extend voting rights provisions with added commissions and services.
In St. Augustine Florida clashes loom as white and Negro demonstrators toe the line near a downtown park where about 40 segregationists gathered. Police arrested three Negroes. rocks and bottles were thrown but no injuries reported. King rejected a 30 day cooling off bid and a biracial committee.
Washington AP Republican platform drafters prepare to counter Democratic attacks on civil rights. Melvin R. Laird cites 1948 to 1960 documents showing Johnson positions on poll tax and fair employment laws. He predicts a strong civil rights plank at the Republican convention as Goldwater attacks the bill as police state.
Senator Edward M. Kennedy and his wife Beth Bayh were injured in a crash near Southampton Massachusetts. Kennedy suffered a broken back with full use of limbs and no neurological damage. Birch Bayh and Beth Bayh were in good condition. Edward Moss died in the hospital. pilot killed.
