Califano Warns Hospitals Overuse of Testing and Operations
Health Secretary Joseph Califano told a Senate subcommittee that hospital overuse of testing and surgery raises costs and harms patients. He cited high heart surgery deaths at a Massachusetts hospital and urged creation of a Health Care Financing Administration to curb unnecessary care, duplicate services, and fraud.
