Senator J W Fulbright argues that a small pullout from Vietnam would have little effect unless tied to broader cuts and a political settlement. He criticizes Nixon and Theiu for signaling a 30,000 troop withdrawal and warns the Midway meeting could boost Theiu's leverage without real peace progress.
