The report notes prior efforts identified nearly 173,000 deceased recipients from 1999 to 2005 and urges use of the Death Master File to curb improper payments.

Secretary of State Kerry said Israel and Palestinian negotiators would reconvene within two weeks and aim for a final peace agreement in nine months. He described the discussions as constructive with three way U.S. involvement, and said the next meeting would start formal negotiations on core issues, possibly in Israel or the West Bank. The talks mark the first Washington negotiations in nearly three years and focus on a two state solution with disputed borders, refugees and Jerusalem.
