Stokely Carmichael will join as a speaker urging U S Negroes to wage guerrilla style action against racial discrimination. The gathering includes observers from Viet Cong and North Vietnam with roughly 700 in attendance.

Romney cites delays before federal troops in Detroit riot

Gov. George Romney says nearly 24 hours passed from his first appeal to Washington for federal troops to their commitment in Detroit. He lists delays by Ramsey Clark and Cyrus Vance, notes the need for a written request and a certification of insurrection, and recalls the role of the National Guard versus airborne forces.
