Franklin voters may face charter in November
Franklin City Council on Monday will consider asking voters in this November's elections to form a commission that would draft a city charter. Franklin is believed to be one of only three cities in Ohio operating under a council city manager form of government that do not have their own charters. A charter in effect is a municipal constitution. In an exercise of home rule, the city would create its governing framework.
