Flood toll rises in Kentucky mountains floods
Twenty years ago on July 5 1999 forty six people died as flash floods after a cloudburst in eastern Kentucky. Morehead reported thirty eight deaths and a deluge flooded basements and streets exposing sewer system inadequacies. City officials planned to fast track a sewer bond and sought a federal grant while a county budget panel eyed three hundred forty five thousand dollars for operating expenses. A separate Ohio deed notice sought court authority to encumber land in Butler County.
