Franklin tax preparer passes IRS test to represent clients
Franklin businesswoman Phyllis Clark earned enrollment with the IRS after an 11 hour four part exam, enabling her to represent clients in tax court. She runs Clark's Tax Services on East Second Street since 2002, serving about 700 clients and offering bookkeeping and payroll. Clark, 51, aims to grow further and has received the Maxwell Award for community service.
