New Steel Orders Fell Across Most Product Lines
Industry Week reports soft domestic steel demand with orders down across most products in Cleveland. First quarter shipments are seen at or above 22 million net tons, with February and March orders weaker. Flat rolled items including tin plate and galvanized sheets lead declines, while specialty steels stay strong. Bethlehem Steel and Armco announce price increases on about 54 percent of mill shipments amid higher costs and export demand.

Dividend Rules and City Highway Upgrade Notes
The Brown Company faces no preferred dividends due to debt covenants, with $2.1 million in arrears likely to be repaid only after loan prepayments are earned. Gulf & Western could gain board seats after six missed dividends, while Stauffer Chemical is rated a buy hold as it pivots to higher margin products. An emergency Middletown ordinance funds SR 4 improvements with maintenance rules and right of way provisions.
