The winter storm loosens in Ohio with northern warnings but many counties free of advisories. Cincinnati records minus 9 and Youngstown minus 5, as another low passes southeast. Snow flurries persist in the north with limited accumulation, and temperatures dip to 5 below tonight.
A major winter storm moved from the Southwest to the Northeast and Canada, leaving snow and ice across the East and subfreezing temperatures westward. At least 14 storm related deaths reported in multiple states and provinces. Several regions faced power outages, road closures, and gas shortages amid arctic conditions.
A Manhattan judge barred amputation of Otis Simmons's legs without his consent. The 58 year old, living on the streets, argued he would rather die with his legs on. Doctors warned surgery might be necessary, but the court found he was competent to decide. The hospital may renew the request if his condition worsens or life is at risk without operation.
Ohio officials warn dwindling natural gas supplies could trigger school closures and layoffs by mid February or March. ERDA head Robert S. Ryan and board members plan to report to Gov. Rhodes, discuss repealing a 1976 emergency gas purchase statute, and review potential legal actions involving the Federal Power Commission.
