Ohio Guardsmen Had Easy 1971 Record
Ohio National Guardsmen faced no civil disturbances in 1971 and only a small activation for storm damage. By comparison, 1965–70 saw 47 callouts for riots and disasters, with April–May 1970 peak bringing 10,000 troops to four student clashes including two at Ohio State, one at Ohio University and Kent State, with four deaths. Deputy director Rovio questions disaster use of guardsmen and suggests highway crews or foresters could do the job cheaper, plans to propose to Gov. Gilligan.
