Tokyo AP reports widespread chaos in Red China as anti-Mao groups strike in Shanghai and Nanking. killings and uprisings involve over a million people in recent days and threaten a civil war, with Tao Chu’s anti-M Mao faction drawing large opposition.
The report notes Soviet concerns about possible grave Sino Soviet incidents and Beijing’s purge in the armed forces. In Shanghai, Red Guards and anti Mao factions clash as Liu and Tao Enlai allegedly push for a settlement. Farmers backing Liu riot near Tinghai, attacking Red Guard rallies and facilities.

CIA Director Richard Helms testifies at a closed Senate subcommittee hearing on Vietnam war strategy and bombing effectiveness. Secretary Rusk slated to brief in a separate closed session, with public testimony planned Jan 23. Republican leaders urge clear policy goals for Southeast Asia.
