Mansfield Report Sees Hanoi Receding From Talks To China

Senate fact finding team led by Senate Democratic Leader Mike Mansfield warns that as the Vietnam war escalates North Viet Nam relies more on Red China. They say Hanoi may require China’s tacit consent to settlements and that broader Asian mainland war could erupt with slim chances for a just negotiated peace. The group, with Muskie Inouye Boggs and Aiken, toured 12 countries and Hong Kong, reporting Viet Cong control remains, with 22 percent of South Vietnamese population under their sway and 18 percent in contested zones. They note other nations seek an end to the conflict but few offer concrete settlement plans, stressing that any progress hinges on actions by the combatants.
