The 1948 staff and office committee reported progress on job description files and an office manual to aid new staff. Canada sold $1.0409 billion to the U S and bought $1.3228 billion in the first nine months, widening the trade deficit but raising U S dollar reserves by roughly $750 million. Multiple new fields, Gulf of Mexico tideland ventures, and broad refinery work underpin the forecast despite weather and potential strikes.

Major 1948 efforts included dividing large troops, adding leaders, establishing troops in Central North and Young Street areas, and approving a longer day camp period with new finance and public relations members.
