Franklin considers home rule charter with expanded council
Franklin's 15 member Charter Commission works toward a May vote on a proposed home rule charter. The plan increases council to seven elected at large, reinstates a mayor by name only chosen annually by council, and keeps the city manager system. Copies will be printed and mailed to about 3 200 voters as hearings continue with civic groups.
