Senate SST Deal Fizzles Then Hints of Kill

The Senate and House reach a short term accord on the Department of Transportation bill that may let Congress adjourn and leave SST fate to next year. Proxmire drops fight after securing a separate SST vote by March, bolstering the plan to postpone major action. Pastore calls the plan shaky and predicts a possible House rejection in the new session. The agreement would let spending stay at this year's level through March 30 with a new appropriations bill due then. Other actions included a $2.5 billion foreign aid bill, a foreign military sales extension, and a three year food stamp program extension with a work requirement.
