Major Progress Reported On Atlantic Pact Talks
Secretary of State Acheson said most major issues of the proposed North Atlantic Security Treaty are ironed out and final polishing will occur within two weeks. He announced a separate arms aid program for Atlantic Pact powers, likely about 1 billion dollars for the coming year, plus authority for the President to draw 1 to 2 billion in military supplies from surplus stocks. Taft had warned such a program might provoke aggression. Acheson noted the comment but avoided influencing Taft’s position. The briefing followed a 3.25 hour meeting with pact negotiators from Britain, Canada, France, Belgium, the Netherlands, and Luxembourg.
