Postal Service Set to Implement Bulk Mail System

The Postal Service will deploy a new 1 billion bulk mail system next month to handle parcels and bulk mail. Officials say volume will shrink as United Parcel Service grows, due to price differences with UPS charging 75 cents for a two pound parcel versus 93 cents via parcel post. Assistant Postmaster General Edgar Brower notes the 20 percent price gap hurting volume and expects decline to accelerate.
