Pentagon spokesman Jerry Friedheim clarified that returning U S prisoners will not face charges for broadcasts over Hanoi radio. He warned disciplinary action could follow for betraying comrades or stealing from fellow POWs.
In Saigon the International Commission on Control and Supervision announced two POW releases in South Vietnam on Monday. About 300 South Vietnamese prisoners near Pleiku and Loi near An Loc will be freed, while 2,000 North Vietnamese and Viet Cong will be released at Quan Loi and Dong Ha. The transfer dates and sites were confirmed after earlier mixed reports.

West Germany and Bonn push to swap dollars for marks as the Bundesbank buys between 700 million and 1 billion dollars in the first hour on the Frankfurt exchange. Bonn aims to prevent a stronger mark and resists revaluing upward while dealers shift focus to devaluing the dollar. The dollar slips to 3.1495 marks in after hours, breaching the 3.15 floor.
