President Ford unveiled a 1976 budget calling for 349 billion in spending, a 35 billion rise, and a 52 billion deficit amid recession. He warned Congress that rejecting cuts could push the deficit toward 70 billion, with total 1975 1976 shortfall near 100 billion.
