The Santa Maria, held by rebels led by Galvao for 12 days, is due to dock near Recife around noon with nearly 600 captives, including about 45 Americans. Negotiations involve Brazil's President Quadros seeking asylum for rebels while balancing international law and Portugal.
Secretary General Dag Hammarskjold asked the Security Council for authority to reorganize the Congo army to prevent civil war spillover. A severe cold wave blanketed the Northeast and much of the Midwest and Atlantic Coast, with record low readings in cities like New York Newark and Boston. Temperatures plunged below zero in several regions while snow fell in the Dakotas, Minnesota, and Iowa and a thunderstorm occurred in Tyler Texas.
The coldest spot in Ohio was Youngstown at 11 degrees below zero in the early hours. Other readings ranged from 7 below at Akron to 16 at Chesapeake on the Ohio River. Cleveland felt 4 below, Canton 6 below, and Columbus and Toledo 3 below. Snow accumulations of 1 to 3 inches are forecast for central and southern Ohio tonight with possible flurries in the north.

In Danville High School rest room two 13-year-old girls were charged with assault with intent to murder after Willene Hill was stabbed in the back when she saw one of them smoking. Linda Higdon and Dorothy Holt were jailed after admitting a plot to kill.
Four year old Darlene Goodwin demonstrated loading a toy gun and said Bang he shot Mama. Sheriff deputies arrested James Goodwin, 26, for shooting Hazel Goodwin, 22, at her farm home Wednesday night. The separation started last summer and Darlene spent the weekend with him before being returned to her mother. Officers said Goodwin admitted the shooting and he was held without immediate charge.
Oakland AP report on Civil Aeronautics Board inquiry into the Toledo crash cites survivor James Fahey of Gilroy saying pilot Donald Chesher smelled of liquor. Fahey described Chester leaning over him as he spoke to a fellow student. About 40 witnesses expected over two to three days of hearings.
Mrs Bessie Hutchinson aged 56 died in a Youngstown hospital Wednesday night from burns suffered at home on January 25 when her clothing caught fire from a stove incident.
