Driver with foot steering passes Rhode Island test

Williams of Portsmouth, a thalidomide survivor, became the first person to pass a Rhode Island driving test using a car steered and operated with his feet. He started ignition with his left foot, shifted with his right, and steered with the right foot during a 15 minute downtown Providence course.

Saudi oil minister quits OPEC meeting amid price freeze clash
